sanity_destination_setup

Configure/update/revoke a draft-only Sanity destination using an EXISTING scoped vault reference. Current CMS edit and vault management required. Keep operationId and destinationId stable. On uncertain response read original operation; never retry under another identity. This does not activate drafts or provision credentials.
