Registered when: platform: chat.artifacts; admitted non-runner organization API key with artifacts and mcp scopes; current creator, organization/project access and role ceilings rechecked by canonical routes; read-only keys get bounded lifecycle/discovery and three reads only; six writes need write scope; no human confirmation, review or manufacturer send.
product_catalog_discover
Collect bounded public research into the canonical catalog. This collects external evidence and writes state; use the same operation UUID to reconcile retries.
